What exactly is happening to copper phone lines?

Carriers are retiring the legacy copper network (often called POTS, or plain old telephone service) across the country. The FCC removed the rules that required carriers to keep it running, cut the notice period for shutting lines down from 180 days to 90, and AT&T has said it expects to retire most of its copper network by 2029. Even where lines still work, prices are climbing fast.

Will I lose my phone numbers or have to replace my phones?

You keep your existing numbers, and you keep the analog devices you already use — phones, fax, alarm panels, elevator phones.
